Back in August, as Eem co-owners Earl Ninsom and Eric Nelson were describing their plans for Phuket Cafe, a new all-day restaurant in Northwest Portland, Nelson let it slip that he was also working on a second project: a North Portland margarita bar collaboration with MidCity SmashBurger.
Target opening for both? November.
It was an illustrative moment for two reasons.
First, after a quiet year and a half on Portland’s dining front, it seemed like the fall would finally bring some exciting new restaurants.
And second, because when I reached back out to Nelson to check on the progress this week, Phuket Cafe’s opening had been delayed, and MidCity SmashBurger was not coming to St. Johns after all. (The space could become a permanent home for Nelson’s Shipwreck cocktail pop-up).
With that in mind, and with the caveat that most new restaurants are facing lengthy construction and permitting delays, here are a dozen new and upcoming restaurants we’re looking forward to trying this fall and winter, even if some of them don’t open until spring.
Banh Mi Boys
This Louisiana-born restaurant, which blends classic New Orleans po’boys and Vietnamese banh mi, will open a Portland location this winter, The Oregonian/OregonLive reported last month. The upcoming franchise location will take over the strip mall space previously home to the original Doe Donuts, which moved to Northeast Sandy Boulevard last year.

Bastion
I wandered past this new Sellwood-Moreland restaurant on a tip last week and found a charming, surprisingly busy gluten-free deli with salads, sandwiches, cookies, doughnuts, brunch fare, bread, beer and more. The cafe, from nutritionist Marne Minard (Joule), with an assist from former Holiday baker Caitlyn Tuttle, comes after a year that saw the closure of many of Portland’s gluten-free and paleo-friendly restaurants.

Berlu Bakery (and noodle bar)
Chef Vince Nguyen has been serving impeccable Vietnamese pastries from the door of his Southeast Portland restaurant for more than a year now. But for the first time Sunday, Berlu Bakery will offer dine-in service, with a pair of noodle soups — one duck-based, the other mushroom — joining a streamlined menu of pandan waffles, mango rolls cakes, Vietnamese coffee and more.

Bluto’s
After launching a pair of successful Portland chains in Lardo and Grassa, chef Rick Gencarelli said he is “psyched” to be back in a small kitchen again. At the Greek-inspired Bluto’s, Gencarelli and his team plan to serve souvlaki, the kebab-like grilled meats cooked here over an open hearth, as well as fresh Greek salads, Chicago-style flaming saganaki cheese and Greek yogurt soft serve dipped in a quick-drying tahini shell.

Chaat Wallah
DesiPDX cart owner Deepak Saxena is at work on a new sandwich-based concept, Chaat Wallah, where his masala pulled pork and ground lamb will be piled into a toasted Dos Hermanos bun, Eater PDX was first to report. According to Saxena, a first Chaat Wallah will open alongside canned cocktail company 503 Distilling at the Iron Fireman Collective building, while a second in Northeast Portland’s former Horn of Africa space will launch early next year as a commissary kitchen and takeout operation.

Jojo
Portland’s popular fried-chicken sandwich and smash burger cart is putting the finishing touches on its first brick-and-mortar restaurant in the Pearl District’s former Daily Cafe space. The new Jojo will build off the cart’s familiar menu, adding cocktails, milkshakes, vegan smash burgers and a fried Ota Tofu sandwich, plus a bonus unavailable to most carts — year-round covered seating. Permitting issues have already pushed Jojo’s planned opening back from summer.

Morchella
This new wild and foraged restaurant in the old Verdigris space comes from former Fireside chef Cameron Lee Dunlap. According to Eater PDX, which broke the news, Morchella features a number of ingredients not commonly seen on restaurant menus, including wood sorrel, wild sumac, elderflowers and lots of mushrooms. Visit the narrow dining room for chanterelle soup, foraged salads or venison steak with charred dandelion greens.

New Pizzerias!
The bounty of pandemic-time pizzerias continues this fall. Newcomers include Electric Pizza, a pint-sized restaurant across from the old Bar at the End of the World; Meta Pizza, a new Brooklyn outfit from former Ración chef Anthony Cafiero; Cafe Olli, an upcoming pizza collective in the old Ned Ludd; Pacific Crust Pizza, an outdoors-inspired pizzeria in the old home of The Crown; Pizzeria Stellina, the latest contender in Sellwood-Moreland’s crowded pizza scene; and Pizza Kat, a New York-style pie shop from the folks at Crown Paella.

Target date: Meta Pizza, Pacific Crust Pizza, Pizzeria Stellina and Pizza Kat are already open, while Electric Pizza is aiming for a Nov. 11 opening and Cafe Olli is shooting for the end of the month.
Phuket Cafe (and Langbaan NW)
Probably the most anticipated restaurant on this list, if not in all of 2021, Phuket Cafe is the upcoming all-day restaurant from Portland restaurateur Ninsom and Eem co-owner Nelson. The restaurant, which will feature outdoor dining in a mock Thai train car, will serve as a busy front entrance for the newly relocated Langbaan. It plans to build off the Thai tasting menu hotspot’s outstanding pandemic-time pivot to drinking foods and noodle soups.

Target date: New Year’s Eve, if all goes well.
Sunshine Noodles
Diane Lam’s former pop-up restaurant at Psychic Bar is set to take over the former Slabtown location of dumpling spot XLB later this fall, Willamette Week and Eater PDX reported Friday. Look for Phnom Penh noodles, Vietnamese beef noodle stew, lime pepper wings and other dishes first seen at its original North Portland location.

Caspian Kabob
North Portland’s beloved Persian food cart hopes to return as a full restaurant in Beaverton’s West End District next year with saffron rice, grilled meat kebabs and more.
Hinterland
Southeast Portland’s upcoming cart pod and cocktail bar will feature prominent carts including Matt’s BBQ Tacos, Burger Stevens, Poppyseed and more when it opens early next year at 2216 S.E. 50th Ave.
Juliett
The Portland International Airport’s first craft cocktail bar expects to open in the airport’s Concourse E in February, sporting a “women in aviation theme” and stunning views of Mount Hood.
Kann
After hosting a yurt pop-up last winter, “Top Chef” star Gregory Gourdet’s long-awaited wood-fired Haitian hotspot is now expected to open in 2022.
Shipwreck
Originally announced as a collaboration with MidCity SmashBurger, Eem co-owner Nelson now thinks this petite St. Johns space at 8408 N. Lombard St. could become a brick-and-mortar home for his cocktail pop-up, Shipwreck. Target date: spring 2022.
