EUGENE, Ore. -- New drivers hoping to get their licenses are running into roadblocks even as 40 DVMs across the state plan to reopen with limited services.
After months of pandemic-related closures, the Department of Motor Vehicles will reopen some of its offices by appointment only next week. Drivers can schedule times starting Monday, with appointments beginning on Wednesday.
In-person services include license renewals and replacements, knowledge tests, privilege reinstatements, disabled parking placards and VIN inspections.

Not on that list is the drive test required for new drivers and those hoping to reinstate their licenses. According to the DMV, drive tests present social distancing challenges they are unable to solve.
New drivers who need transportation for child care, work or health reasons said their licenses cannot wait.
Chrystal Stutesman got a used car for her 16-year-old's birthday. Due to the DMV closure, she's had trouble registering the car, and it's unclear when and how her son will be able to get his license.
"If I could at least get it on the road so he could start practicing with his permit with me, that's one step in the right direction. But the next question is when can he get his license so he can get a job and drive it himself?" she said.
The DMV said it will work with driver's education businesses on third-party drive tests. Owner of Lane County Driving School Brad Folsom said that his school has just reopened, and clients are excited to get ready for tests, but he's unsure of when they will be able to do them.
He believes that third-party testing would allow instructors to disinfect their student-driver cars instead of using the tester's car like the DMV does.
"We cannot do social distancing in the car, but we can be as safe as possible. Third-party testing really relieves the demand on the DMV, and again, it would be really safer going with a private driving school," he said. "I do a lot of evaluations for people for medical reasons. And they are very excited to try and get their license, but they get disappointed because of the wait time. And they get their license suspended or revoked."
When the DMVs reopen, they will be using plastic barriers at the counters and removing furniture to encourage social distancing. In anticipation of high demand, officials are requesting that drivers consider waiting on renewing licenses or IDs if possible.
The following DMVs will be included in the limited appointment-only reopening: Albany, Ashland, Astoria, Baker City, Beaverton, Bend, Brookings, Coos Bay, Coquille, Corvallis, Eugene, Florence, Gladstone, Grants Pass, Gresham, Hermiston, Hillsboro, Junction City, Klamath Falls, La Grande, Lake Oswego, Mall 205, Medford, Newport, Ontario, Pendleton, Portland (Downtown), Portland (North), Portland (South East), Redmond, Roseburg, Salem (North), Salem (South), Sandy, Sherwood, Springfield, St. Helens, The Dalles, Tillamook, and Woodburn.
