THE STATE OF PLAY: Airlines, restaurants and other industries battered by the pandemic are waiting and watching as House Speaker Nancy Pelosi and Treasury Secretary Steven Mnuchin inch closer to a deal on a relief package. “Pelosi called on airlines Friday to hold off on any furloughs or layoffs for tens of thousands of employees facing job cuts, and vowed that Congress will enact payroll support one way or another,” POLITICO’s Tanya Snyder reports. “She said Congress would either enact standalone legislation to extend the Payroll Support Program for aviation workers or include it in a comprehensive coronavirus relief package. She called relief ‘imminent.’ ‘Today, I am calling upon the airlines to delay their devastating job cuts as relief for airline workers is being advanced in Congress,’ Pelosi said.”

— House Democrats narrowly passed their own bill on Thursday containing provisions championed by the Independent Restaurant Coalition and the National Independent Venue Association, among others, but it’s unclear which of its provisions will make it into any deal that Pelosi and Mnuchin strike. Other industries are still pushing for aid. The International Health, Racquet and Sportsclub Association applauded a bill introduced by Reps. Brian Fitzpatrick (R-Pa.) and Mike Quigley (D-Ill.) on Thursday that would set up a $30 billion fund to help gyms and fitness clubs.

— “While many industries are looking to receive a second round of help from the federal government, a significant segment of our industry was left out of the first relief package,” Brent Darden, the trade group’s interim president and chief executive, said in a statement. “Without immediate assistance, hundreds of thousands of jobs in the fitness industry could be lost.”

NEW BUSINESS: Tesla has added Cassidy & Associates to its lineup of Washington lobbying firms. Kai Anderson and five other Cassidy lobbyists will lobby on electric vehicle legislation, including the Section 30D tax credit, according to a disclosure filing. The credit phases out once an automaker has sold more than 200,000 qualifying plug-in electric vehicles; Teslas are no longer eligible for the credits because the automaker has sold too many cars, according to the Internal Revenue Service.

There are several bills that would change the tax credit, including bills introduced last year by Sen. Jeff Merkley (D-Ore.) and Rep. Peter Welch (D-Vt.) that would scrap the provision phasing out the credit once 200,000 vehicles have been sold that currently prevents Tesla buyers from taking advantage of the savings. Tesla also retains Fulcrum Public Affairs, Holland & Knight, Tai Ginsberg & Associates and West Front Strategies, according to disclosure filings, as well as two in-house lobbyists.

— NBCUniversal, meanwhile, has hired Squire Patton Boggs to lobby on film industry tax provisions, including those contained in a coronavirus relief bill introduced in July by Sen. Chuck Grassley (R-Iowa). And former Rep. Ryan Costello (R-Pa.), who left Congress last year, has registered to lobby on funding for the Capital SouthEast Connector Joint Powers Authority, a proposed expressway in suburban Sacramento, Calif., through his firm, Ryan Costello Strategies.

FORMER LAWMAKERS WILL TELL VOTERS ELECTIONS ARE LEGITIMATE: “A bipartisan group of former congressional secretaries and cabinet secretaries will fund an ad campaign defending the legitimacy of U.S. elections and asking voters to be patient as ballots are tallied this fall,” The Wall Street Journal’s Gabriel T. Rubin reports. “The group, led by former Senate Majority Leaders Tom Daschle, a Democrat, and Bill Frist, a Republican, will spend $4 million on their campaign, focused on battleground states including Michigan, Pennsylvania and Wisconsin. The group’s several dozen members also include former Democratic House Majority Leader Dick Gephardt” and Michael Chertoff, the former Homeland Security secretary. Daschle and Gephardt, of course, are now Washington lobbyists.

BURKMAN, WOHL CHARGED WITH VOTER SUPPRESSION: Washington lobbyists and conspiracy theorists “Jacob Wohl and Jack Burkman were charged on Thursday with coordinating robocalls to suppress voters in the upcoming general election,” POLITICO’s Matthew Choi reports. “Michigan Attorney General Dana Nessel announced the charges, which include intimidating voters and conspiracy to violate election law. Nessel said the two specifically targeted minority voters to discourage them from voting. The calls allegedly told voters that voter information would be collected in a database to track down old police warrants and outstanding credit card debts, according to a news release.”

— Amazon has promoted Steve Hartell to vice president for public policy, making him the company’s top lobbyist in Washington. Brian Huseman remains head of Amazon’s Washington office, and they both report to Jay Carney, Amazon’s senior vice president of global corporate affairs.

Thomas Rice is leaving the Hill to work as government affairs lead for GoodRx, per Playbook. He’s currently legislative director for Rep. Michael McCaul(R-Texas).
